My camera roll stays the same size even after deleting 600 photos - I'm trying to still keep the roll included in my iCloud backup but had to size it down because the backups were too large and stopped without upgrading my storage. Why is this happening?

PhotoStream does not use up your iCloud storage.
Transfer your photos to your computer. Then delete them from the iPhone.
What steps are you having issues with?
After following the steps you outlined, specificly in my case, the icloud storages still shows 6.8 GB in pictures in even after a backup of the phone with no pictures..
Those are pictures associated with your other data, such as messages. How many pictures are in your iMessages & MMS messages?
nevermind. Apparently another 'backup' was needed to update the icloud storage. all is good. THanks for the assistance.
