If it's in a compatible format then you can add it to your computer's iTunes via File > Add To Library, and you can then sync it to the iPad's Videos app via the Movies tab, in a similar way to how you use the Music tab to sync music. If you get a 'not compatible' message when trying to sync it then try selecting the video in the Movies part of your library and do File > Create New Version and then try syncing that version.
