Voice to text apps will not work without internet access. Is there a work around?

While using an iPhone 5 and an iPad I discovered Siri will not work (open at all) unless the phone or iPad is connected to the internet. Even using the Dragon Dictation app requires a connection to the internet before it will open/work!

Why is this capability needed? The two platforms are used in a secure environment, there is no internet/wifi/celluar access. Just need to be able to do voice to text for later importation into wordprocessing etc.

Is there an app for the iphone and/or iPad that will allow voice to text without an internet connection?

Thanks for your help and consideration.

I believe all of the transcription happens on the Apple servers, so you need an internet connection to send the audio to the server and then have it return the text of what you said. Dragon is the same as far as I have heard.

You would loose a lot of storage if you had to install a full speech to text engine (Dragon Naturally Speaking requires 4GB of hard disk space to install on a PC).
