When taking close shots of people 2-3 feet away, the iphone 5 camera app prioritizes the background focus.
Is there some way to make it to focus on the foreground instead???

I do not know of any setting thta will do that. Have you tried restarting the phone?
Restart iPhone: Hold down the Sleep/Wake button and the home button together until the apple logo appears (ignore the ON/OFF slider) then let both buttons go and wait for phone to restart.
When looking at the frame, tap on the area you want the phone to focus on, a box will appear and it will focus there.
When getting ready to take a photo tap on the screen where you want the phone to focus.
Yeah, this is kind of obvious don't you think... But I was hoping to do it without tapping. It has face recognition, but still makes the foreground blurry. By default don't you think it should make faces the focus not the background??
If the phone recognizes the faces and puts a box around them, I have always experienced it focusing on the faces. If yours is not doing that, then something is wrong.
