I have changed the language to English but the time at the home page is still in Arabic

I have changed the language in settings>general>international to English, but still the date/time format everywhere is still Arabic. How you I change that to English?

IPAD 3-OTHER, iOS 5.1

i managed to solve the problem by changing the region format.
