I am planning to order a Macbook Pro 15 inch and would like to have the Arabic keyboard option. I was just wondering whether the keys also have English letters on them and if the manual it comes in with also has English on it.

It depends on where you are: in the most countries you can just have the country keyboard and an enlish/american keyboard: for example in Belgium you can have the Dutch, French and english keyboard; in Switzerland you can have a Swiss French, Swiss German, Italian and English keyboard.
If you want an Arabic keyboard, you have check in the Store of the country you are in.

Yes, Apple keyboards for non-Latin scripts also have Latin on them.
