When buying from Itunes Store my payment 'method' is declined?

Trying to buy TV Series through Itunes Store on my PC. Running Itunes 11.0.02. Visa Card is fine for purchases elsewhere. All details are correct on data entry. I have verified account through Appleid and removed held visa details as suggested by Support. I can still download free apps etc. I still receive the same error message ....

Payment Method is Declined.

Please note payment is not declined... its the "method'. So frustrated any assistance is appreciated.
