How do I downgrade my storage plan?

Downgrade your storage for the next plan year

Do any of the following:

On your iOS device’s Home screen:

1. Tap Settings > iCloud > Storage & Backup > Change Storage Plan.
2. Tap Downgrade Options, then choose the storage plan you’d like to have when the next annual payment is due.

I Tried several times to downgrade. Then tried to contact apple for help. I did not get it. Said I have to purchase chat time.

Not happy. Hope it will be resolved because I don't want to be stuck paying them for storage that I don't need, it's not for my phone, it's external storage.
