Q: my iphone wont update to ios 6, it says server is temporarily unavailable

My phone is not uploading ios 6.1.3 it is saying can't be activated because the activation server is temporarily unavailable. I have none of my contacts, how do I restore my phone?

This message usually indicates the iPhone has been hacked/jailbroken. If this is the case it can not be updated.
