my ipad is not getting on

Try a reset:

Hold the Sleep and Home button down until you see the Apple logo.

Frozen or unresponsive iPad

try going to an apple store

It will turn on, I just can't get it started from the start up stage because when you you turn it on at the top of the screen, it states that the iPad is locked and it wont let me pass this settings.
