This can happen when a preferences file becomes corrupt.

Try this:

1. hold down the option key

2. In the Finder > Go menu > scroll down to Library

3. in Library, find Preferences

4. in Preferences, find and drag to the trash:

com.apple.desktop.plist

5. restart

6. This will generate new preference file(s) with default settings, so you will have to reenter your settings.

BTW, that's one ugly desktop picture!

Also: supposedly there is a known bug with mountain lion that this happens with automatic user login, so if the above doesn't work, try disabling automatic login in system preferences > security and privacy > general.
