full strength on wi-fi, but no connection to internet

My internet shows full strength on wi-fi, but I cannot get an internet connection. This is any time I use wi-fi and on different wifi networks. Any suggestions? We have rebooted routers, comparing other devices and connectivity, etc. I would like to use wifi and not LTE when I am overseas to avoid data charges. Help. I use an iPhone 5.
