i contacted att, got the approval & waited a few days. i backed my phone up and restored it. but when i restore it with all my things it doesnt give me the congrats message, do i need to restore it as a new phone>? and if i do that will i be able to access my backup again?

if you restore your phone as new, yes, you will still be able to restore from your backup afterwards. might be a good idea to try that. just to be clear, you're restoring it through itunes, yes?
yes, through itunes, ive done it three times now, and im super frustrated :/
Update: if you are having the same problem as i am, heres what worked for me:
get your approval, wait a few days
back up your phone
restore it
then settings>general>reset>delete>erase all content and settings
THEN restore your backup
