Q: Cannot Get Mail - The connection to the server failed

I have an iPhone 4S and iPad 1 which have suddenly stopped iCloud email.  Error message is "Cannot get Mail - The connection to the server failed". I have the same settings as my partner who has an iPhone 5 and iPad 1 which are functioning correctly. We are all on up to date software versions. I use a different Apple ID but we both use an windows PC as host.

iPhone 4S, iOS 6.1.3

    I have now had this issue resolved with great help from Apple Support. 

    They went through again all the steps in the online guides (http://support.apple.com/kb/TS4002) right through to deleting and reloading the account. Finally we tried using 3G instead of my wifi connection and it worked, however deleting the network connections and reconnecting to wifi still failed. 

    The Apple Support team provided me with an option to turn off iCloud Mail in the iCloud settings and add an additional "Other" Mail Account with incoming server imap.mail.me.com and outgoing smtp.mail.me.com with apple ID name and password in each section.

    I am not sure of the root cause as I have another iPad and iPhone working fine, but the issue seems to be with ports in the network service provider, so this is a work around.
