There is no simple PDF import mechanism.
If you drag a PDF onto a page, only the first page of that PDF will survive.
If you want content from a PDF, use copy/paste and then format/style accordingly.

That is frankly hopeless. What if your pdf file contains complicated layout, or equations, or formulae etc?? That does not survive with copy and paste. Just seems hopeless.
If Apple want to have any meaningful presence in the eTextbook market, then they need to support automatic transfer of chapters/books that already exist in PDF format.

How about copying an excel pdf file to iBooks author?
I tried this but the format is not retained on iBooks.
I tried taking a photo of the financial report but the lines are not perfect & background is not good.
Any suggestions?
If the PDF is graphics intensive, use the free PDF to Keynote app to convert that PDF to Keynote. Once in Keynote you can use the Keynote widget or export to images and use the Gallery widget. If the PDF is text-intensive, simply select, copy and paste that text from PDF to iBA. Some editing and re-formatting may be required.
