Both devices need to be in discovery mode. Check the vehicle manual and see if it requires a passcode and then once the vehicle discovers the phone, you should be able to enter the passcode and the two should pair.
Since we have no idea what kind of bluetooth system you have in your car, or, if it's a factory system, what kind of car you have, then all we can do is make vague generalizations...
Put the audio system into pairing (discoverable) mode. Go to Settings>Bluetooth on the phone. Select the system you want to pair with. Enter the passcode supplied by the in-car system when prompted on the phone.
I have done all that. when in (discoverable) mode bluetooth on the phone it just keeps showing a spinning wheel to the right of the word bluetooth...I have a Dodge Journey 2013 band new.
When bluetooth is on on the phone, it will always display the spinning wheel. Try this support document regarding pairing http://support.apple.com/kb/HT1664 or this one about troubleshooting car connections http://support.apple.com/kb/TS3581. You can also check the manual for further information about bluetooth, that section begins on page 32. http://manuals.info.apple.com/en_US/iphone_user_guide.pdf
