This normally happens when the main battery has been removed or it no longer holds charge.
try resetting the PMU and replacing the battery.
iBook don't have a PRAM battery, it uses a capacitor to back-up settings like clock and date. They can become faulty over a period of time, but in most cases a reset and replacement calibrated battery will resolve this problem.
