can I sign up for an icloud account if I only have a PC

I am trying to set up iCloud on my PC. I have created an applie ID, but when I try to sign into iCloud, it tells me that it is not an iCloud account id. All the faqs tell me I have to sign up for iCloud from an apple device...is there a way to create an iCloud account from a PC???
