Shared Library will not show up on my Windows 8 laptop.

I have followed all directions for Home Sharing on my PC and Windows 8 laptop per the itunes website and blogs. I have rebooted twice. I have deauthorized and authorized again. My name and account info shows up, but no shared libraries. When I hit the "library" tab at the top right of the itunes page, it tells me I have to log into the itunes store in order to transfer songs. I am already logged in, but still will not allow me to do anything. This is very frustrating!!!

It's also showing on this page that my old MacBook is a registered product. How in the world do I register my iphones and new Windows 8 laptop??
