You may. To be save, prior to reverting to the smaller storage plan save your photo stream photos to your camera roll (tap Edit, tap all the photos, tap Share, tap Save to Camera Roll), then import all your camera roll photos and videos to your computer for safekeeping, as explained here: http://support.apple.com/kb/HT4083.
