Impact to auto-disconnect of VPN

If Apple takes away the 'Always' connect function. How will this affect the auto-disconnect function of the VPN onDemand feature that shuts down the VPN tunnel after 2 mins of in activity? Are users going to have to constantly keep turning their VPN?
