I have an I Phone 5 with fully updated software. The 'other' portion in my storage capabitlities is at 5.60GB. I do not have many apps and no music. Does anyone know how I can delete this part of the storage or at least explain what it is?

Backup and Restore in iTunes, setup as New. Observe 'Other'.
This indicates corrupt files.
A restore should resolve.
You may want to download and install DiskAid. When you install it, look for storage. Under Cloud Asset, you'll see items that was backed up via iCloud. You can delete those file and how your back up will still remain in iCloud. You'll see how much of your "other" storage will go down.
