I have eliminated unnecessary apps, deleted the history and cookies. I don't have any movies or music files on my iPad, i have rebooted after each clean up, so I can't figure out why it's so slow. when I scroll it pauses and temporarily freezes then starts scrolling again. My wi-fi connection is also good so it's not that. Any ideas?

Have you tried Restoring it in iTunes?
Have you tried it on a different WiFi hotspot? Reset your Router lately?
You should restore it. I did that with my iPod 4th Gen and it got faster than what it was.
