itunes not avalible

I just rented a movie off my apple tv and its saying itunes not avalible now so now its just showing the "Accessing iTunes Store" logo for like 30 minutes now already.

I just tryed to download some music as well from my iphone and ipad and its says similar answers .

what do i do ? have i been billed for this movie? or music?
