battery issue in ipad mini

can some1 please tell me how to charge ipad mini using a non-mac laptop???

device is being recognised on my laptop..but a "not charging" is being shown next to the battery sign.

please help !!!!

The iPad mini cannot be charged via the USB port of a computer - there just isn't enough power. You need to plug it into a wall socket with the supplied charger.
