my ipod is saying no wifi or bluetooth how do i fix it ?

I need help , my ipod has been in recovery mode for three days . It finallly let me restore it last night . I was going to set my wifi back up but then it said no wifi . Im like ***! I went to networks and saw VPN . I don't knowe what that is. I called the My Apple but he was talking about 19 dollars to help me . but he told me to get on here . Someone HELP!
