Q: I upgraded an app but my ipad still has the free version, how do I get the paid app

Hi, I bought the upgrade for sound horn for $4.99 on 08/12/2010, invoice number 171010687033.  But the version installed on my ipad 2 is the free version.  When I press the upgrade y ties to sell me another upgrande and I am not able to install the upgrade.

 

Please let me know what I should do.
