My iPhone 4s and newest version of iPad say they can not scan for networks, even at my house. Therefore my equipment is not backing up to iCloud. Why is this happening.

Both my 4s and ipad say they can not scan for network. My MAC has no problem. Neither my phone or ipad can back up to icloud because of this situation. How can it be fixed?

iPhone 4S, iOS 6.1.3
