Compromised Security?

Does anybody know the details about the recently announced VPN changes? Will this compromise security? Is it now necessary to regulalry verify that a VPN connection was made before sending or receiving sensitive material? Thanks for any input.....as I'm sure you can tell, I am not the IT guy of the office.
