I've tried restoring my phone, ejecting my SIM card, resetting network settings, turning off photo stream, etc. How do I fix this?

go to setting> general> usage and see how much space you have available
10 GB available, only 3.7 GB used
These sound like two separate issues. Try holding down Home and Power until the device reboots.

Create a backup of your device in iTunes, and restore as new. See if your issues go away. If they do, restore again, this time to your backup.
Hi there, did you get this sorted at all with your storage and not being able to text etc... I'm having the same problem and the storage full message keeps coming up even thigh there is plenty of storage available??
