I residing in UAE using Iphone 5 on DU Carrier am unable to use Facetime infact the option of facetme is not even available in the settings! Is there any solution for this problem ?

There is no solution. FaceTime is banned in UAE.

Sorry, no. FaceTime is banned there & there is no way to add it back to your phone. I understand they are in the process of banning Skype as well.
