did a back up on i iphone 4s and did a restore on a iphone 4s and now memory of new iphone is saying full but it isnt any ideas ?

i did a full back up on my wifes iphone 4s on my laptop witch has my apple i.d on then we got a new iphone 4s and did a restore the iphone did a full restore and everyting went over but the apps didnt install the iphone said the memory was full but it wasnt any ideas why it has done this and to fix ?
