Final Cut Server & QAdministrator

Hello everyone.
Please tell me what could be the problem?
I have set up a system like this:
- Final Cut Server is configured to work in 24 Jobs
- QAdministrator set up by 24 stream
- Launch FCS to check 50 files.
- Next, look in the FCS - Search All Jobs and I see that the status of Run 24 files but actually only 3 - 5 files at the same time at work.

-Batch Monitor in the same picture.
Tell me how to fix this?
