Blocked Plug-in?? .. Help

If you're sure you've installed the latest version of Flash, take each of the following steps that you haven't already tried. After each step, relaunch Safari and test. For a "missing plug-in" error, start with Step 4.
1. If you're getting a "blocked plug-in" error, then from the menu bar select
▹ System Preferences… ▹ Flash Player ▹ Advanced
and click Check Now. Quit and relaunch your browser.
2. Triple-click the line below to select it:
from the contextual menu. A folder should open. Delete the following item, or anything with a similar name, if present:
Flash Player (failing).plugin
You may be prompted for your login password.
3. Re-download and reinstall Flash. Download it from this page:
5. Select
Safari ▹ Preferences... ▹ Extensions
from the Safari menu bar. If any extensions are installed, disable them.
6. In the Safari preference window, select
Privacy ▹ Remove All Website Data
Close the window. Then select
▹ System Preferences… ▹ Flash Player ▹ Advanced
and click Delete All. Close the preference pane.
Apple blocks old versions of Flash because they want you to be protected from the latest Flash security vulnerabilities. That's why it's recommended that the first thing to do is update the Flash plug-in.

I also have the same problem as julianikkel from above. Whenever I try to watch any video on youtube, It says, "blocked plug-in." I also follwed each and every one of your steps to resolve this issue, but I still receive that message. Do you have any idea how I can resolve this issue? I have currently download the lastest flash player from the download link you have provided above and on my systems, it says, Plug-in version 11.9.900.117 is installed. However, I still cannot play any videos on youtube.
I would really appreciate it if you could help me resolve this issue.

I had the same problem, went around in circles until I unticked 'Allow Java' under SAFARI -> PREFERENCES -> SECURITY.
Apple is clearly not keen for unrestricted use of JAVA.

Had this problem with Mac, OSX 10.6, Safari 5 and whatever the latest flash player was at 2/5/2014 update. Started failing after the flash player update. All I had to do was delete the folder /library/Internet Plug-Ins(disabled) (the / in front of Library is root level). I didn't need need to re-install Flash Player. I looked in the /Library/Internet Plug-Ins directory and a Flash Player.plugin installed today was in there. Safari started playing videos again after the folder delete with no reboot or even restart of Safari. Deleting the (disabled) folder mentioned above did the trick for me.
