Can I get my money back after my child purchased an in app purchase?

Apple contact email, you can only do this once. Have your iDevice Restrictions on,

>Settings

>Require Password: Immediately

>Open iTunes on computer.

I dont think so. But you can enable Restrictions on the iTouch so your kid cannot make more in-app purchases.

Anyone know how to turn on the restrictions on iPhone?

you need to go on settings click genral scroll down to resrictions and tap enable ristrictions
