Ask Verizon - they are the ones providing the block.
If someone is really harrassing you, go to the police and file a report. That should stop whoever it is.
The answer to your question is no. iMessages are only stored on Apple's servers long enough to deliver the message...24HRS. After that, they are deleted.

Ah...they have to go through Apple's servers first, in order to be delivered, and it the recipient is offline, they will be stored for 24HRS, then deleted if not delivered.
