It's possible that Automatic Downloads isn't turned on in the iPad. On the iPad, open Settings > iTunes Store and App Store, and turn on Automatic Downloads. Also, check that you have activated them in your other devices

Thanks for the response. All auto downloads were turned on in all devices.
This problem has bugged me for a long time. App sync was working before, but that was before couples of OS upgrades. All the devices are running ios 6.1.3.
Any other suggestions?
