ipad can't connect, error (-1202)

i cant connect my ipad 4th gen to the win8, but iphone had no problem with it. On top of that, i cant view my itunes store there is an erorr (-1202). is it because of windows 8 or Apple had something to do with the itunes upgrade ?!
