I think instead of trying to restrict the device, which is problematic, I would look at getting a filtered internet service. Do a Yahoo search on "family safe internet providers" and you will get some ideas. You can also look at restrictions on the device and see what is available. Be sure to set the Restrictions passcode to one of your choice so your kids don't set it by mistake. Back up the device as well. We get posts all of the time from people whose kids set a device passcode or a restrictions passcode and the adults get locked out of the device.
the ipad does not have a native family filter, but there are several apps on the app store that can help you regulate your childrens internet activies, just search parental controls in the app store
There's the McGruff browser which will filter sites. You'd have to lock out safari via restrictions and force the use of this browser. If you do this you will also need to lock out the install of apps, so that your kids won't get and download a different browser to avoid the monitored one.
There is also software you can get for your router, which will block certain sites at the router, but that will work only for your home and not if the device is away from home.
