It means you jailbroke your iPhone and iTunes will not recognize that you made unauthorized modifications to your phone.
by the way, not a jail broken phone
I replied just a little before you. How can you be certain it isn't jailbroken? Was there an owner before you?
To be more specific, it means the phone was hacked to unlock it. It may or may not be jailbroken also. See: http://support.apple.com/kb/TS3694#error1015
It can also mean that you are trying to downgrade iOS (which is not allowed) or that you have a hardware failure.
No Im the only owner just upgraded to the 4s. Was restoring to factory defualt in order to wipe my data. It finished then came up with the apple logo. Did the reboot it came back with error 1015. Will not complete a restore now.
You can try putting it in Recovery Mode: http://support.apple.com/kb/HT1808. If that doesn't work you may have a hardware failure like Lawrence said.
I tried the link, safari jumps the page after a sec. Can't read about the code. Phone not hacked or unlocked.

Can't. it goes to the link page, can just make out erroe codes 1014and 1015 while safari load bar is running. when bar is complete, page jumps, no info on error code 1015
