Q: How can I add my second iPad to my existing account? Having problems

I am having trouble setting up my iPad to my existing cell data account. Please help. Do I get assistance from apple or AT&T?

iPad (4th gen) Wi-Fi + Cellular, iOS 6.1.3, AT&T
