4x3 Videos and Photos to 16x9 SD with Keyframes

My source material consist of 4x3 video and photos.
I would like to use FCE HD (or 3.5) and iDVD 6 to create a movie in 16x9 with Standard Resolution (not HD).

If this is possible can you provide some tips regarding the screen layout from 4x3 to 16x9 SD?

Also tips on Keyframe Effects of 4x3 in 16x9 space would be appreciated.
