How to change security questions and verify email?

I just bought a new iphone 5 and it tells me in order to buy apps i must verify my account,HOWEVER,

I made my account years ago and have no records of my security questions. It does not let me send a rescue email nor let me reset my securty questions...

therefor i can NOT verify my account

What do i do?
