Use an L2TP/PPTP vpn to download from the Appstore, this will make apple servers think you're somewhere out of Iran, so they'll let you download your app. OpenVPN is another choice.
If you still had trouble downloading applications, try downloading them from iTunes on your PC/Mac ;-) -

it is a fact iphone is really expensive here in iran so we spend alot of money on it...
now i prefer to buy a samsung phone but it's too late...
surly this phone is harmfull without app store...
what is your idea?? any advices??

Expensive? Well, yes, when you try to buy something that is not legitimately available in your country at all, then you're going to have to pay more.
Apple does not do business in Iran at all.

If you don't want to bother doing it, just use a vpn. And you know that buying one in Iran is a breeze ;-)
Try either l2tp/pptp/openvpn on your iPhone. hope it works.
