There are more than two mobile companies that can sell the phone as well as a plethora of authorised resellers and distributors. A simple search will show that Wataniya is another mobile company and they can also sell the iPhone. Don't assume that you know everything just because you have some out of date info as well as the assumption that you are always correct. The facts on the ground, here in Kuwait, PROVE YOU WRONG!

The link you have provided shows info on carriers and does not say that these companies are THE ONLY authorised companies to sell the iPhone. So that link is a load of worthless trash so don't use it anymore. LOL...

The carriers can block it and it is no longer dependent on the model number. HERE IN THE GULF for example, Wataniya block FT use whereas Zain for example allows it.
Therefore, check the carrier you are using, NOT the AE model number.
