Can i sync / download / transfer music from my non-Apple computer (windows amazon cloud player) to my iphone 5?

Download it to the computer, drag the song files into the open iTunes application window, and sync the iPhone.

Yes you can download all amazon cloud purchases to PC and it will transfer to iTunes as part of import process

You then sync with iTunes
