Confusion with IPAD 2 battery

I USE A EXTERNAL RECHARGEABLE BATTERY WITH AN IPAD ADAPTER TO CHARGE MY IPAD.IPAD BATTERY LIE IS NOW WORSE AND SOMETIMES EVEN WHEN MY IPAD IS NOT CONNECTED TO ANYTHING THE CHARGE PERCENTAGE IS GOING UP.OR WHEN IT IS CONNECTED AND IT SAYS IT IS CHARGING THE PERCENTAGE GOES DOWN

First - Don't use all CAPS. It's hard to read and it's considered SHOUTING. Some helpers will not answer an all cap post.

Rechargable battery adapters generally don't supply enough power to charger the iPad. The iPad requires a 10W charger. What's the rating on your charger?
