I cannot install apps after upgrading to ios 6.1.3 on my iphone 4. the phone acts weird in general and constantly prompts me for my apple id password.

try double tapping the home button, and then holding down one of the apps below (these are the apps running in the background) scroll over to the app store app icon, and tap the little red minus symbol, this will shut off the app from running in the background, open up the app store app normally, and it will start up the default way. sometimes this happens to the app store, this should fix it, hope this helps!
