Can I use a Generation 3 ipad with Wi-Fi and Cellular in Mexico with Telcel or only a 4th generation

iPhone 3G, iOS 6

Yes your iPad will work on Telcel's Mexican network. You can get a SIM online from http://www.mexicosimcard.com.
