Keynote Remote App

I cannot connect the remote with Keynote app on an iPad 2 using the Keynote Remote app on an iPhone 5 via Bluetooth PAN. The remote will connect via Bluetooth with my MacBook Air via Bluetooth. The remote app description indicates it will connect both with Bluetooth and wifi. I need to connect to iOS devices in a non-wifi environment.
